Why Australian Medicare is not enough

Australian Medicare is designed to cover healthcare in Australia. It does not provide ongoing residence health cover while you are living in Spain, so it does not function as health insurance for the Non-Lucrative Visa. Whatever your Medicare entitlement at home, it is not the basis for your NLV cover.
